Can I upgrade to a Nvidia RTX-3070 with my OMEN 30L Desktop - GT13-0024. I know I will need to upgrade PSU to 750w also if I can upgrade GPU.

Here are the specs on your unit.  Take notice of the existing RTX 2060 (170W) and your desire of the RTX 3070 (220W).  The original 500W supports the 2060, and you want to add 250W to support a gain of 50W.   That is a big jump, but that is your choice.

BTW, I only know of 3 mini card RTX 3070 (so far): NVidia, PNY and Zotac, all 9.1to 9.3 inches.  Those triple fan cards are 10.5 to 12.5 inches.

Yes you can, if you update the PSU, and of course if you manage to find one. Keep in mind the maximum length of the card that you can fit in the case is 28.5CM.
