As in the title I cannot access BIOS on this machine. I have never changed absolutely any hardware. I bought the version of the Omen desktop with the 1080 gpu and the ssd. I have read around quite a bit (at least 5 hours of searching here and on google in general) and found no solution to my particular problem.
So I have owned this PC for at least a year and a half, maybe two and never found the need to change any settings in BIOS. Everything has pretty much worked to my liking so far. I then found out that a game does not work as well with hyper-threading enabled and so sought to disable it in BIOS.
The way I try to access BIOS-and I believe that I am using the correct method-is to hold left shift and click restart in the lower right shutdown menu from start menu. Then I go into troubleshoot, advanced options, access UEFI stuff. Once I do this i get this screen: https://thewindowsclub-thewindowsclubco.netdna-ssl.com/wp-content/uploads/2018/07/windows-startup-me... but minus the extra text outside of the blue box aside from the bottom grey text.
Normally I should be able to press the keys corresponding to the actions on the menu, however even with my keyboard lit up and appearing to be ready absolutely no action on the keyboard results in anything on screen. It is basically frozen for me and I have to hit the power button and give up.
Any help and/or suggestions is appreciated.

Your PC should use the second method...
Turn on the computer and immediately press the Escape key repeatedly, about once every second, until the Startup menu opens. Then press F10.

Pressing either F10 or Escape did not change the normal startup procedure of the PC. I guess it is useful to add what that includes. First I get a black background with the red OMEN logo and a loading circle beneath for about 5+ seconds. Then a black screen and a more slightly grey screen each lasting only a couple of seconds, then the log in screen. Of the many methods I have tried to only way to bring up that menu I posted a picture of which I cannot navigate is to hold L shift-restart from the start menu and then go through that process.
As a general note, it really seems to me like my keyboard inputs just go undetected until the computer finishes starting up and I get to the log in screen. I have tried plugging the keyboard into different outlets to no avail. I only know of the one menu I linked a picture to above which I have ever gotten to appear before that point in startup.
