i just recently purchased this computer and i noticed the gpu and cpu are very high while watching videos and doing other things its at 40 c gpu and 46 c cpu. while playing ark as an example it spikes to 86 c gpu and 77 c gpu i was looking at other comments and saw the average was around 60 c-70 c. i have a two monitor setup with hp omen center and a livestream going while playing and the room temp is 21

Continuous temps of 40C on the GPU and 46C on the CPU is somewhat high when not stressing either device. Both devices may spike at times but the average temp should be lower.
86C and 77C on the GPU and CPU respectively when gaming is entering the instability zone for both devices. You're still okay but it appears you have a possible chassis airflow problem. The system can't move the heat created by both devices out of the chassis at an optimal rate which results in both devices getting hotter than they should.
Stress test the CPU by running Prime 95 (Link) and Hardware info portable (Link) at the same time to see what is happening.
Then run Furmark (Link) to test the GPU. You can set Furmark to report real time GPU temps as the test is running.
Run both tests individually for at least 20 minutes.
Let the forum know maximum and average temps for HWiNFO and continuous temps using Furmark and if your system crashes or becomes intermittently unresponsive.
I would say you have possible issues with CPU cooling and a chassis airflow problem related to the type and size of chassis fans installed in your system. 77 degrees C on the CPU isn't bad provided this is a transient maximum. 86 degrees C on the graphics card is getting close to the danger zone.
Solving chassis airflow problems is very difficult with uATX cases. You may be limited to a 92 mm CPU rad/fan and 92 mm chassis' fans.
I would not be happy if my system temps were similar to yours.
