Right now I have a 2TB SSD, a 400 watt psu, AMD Radeon RX 6600 8GB GDDR6 gpu, 32 gigs of ram, and a AMD Ryzen 3 2200G CPU with radeon vega graphics 3.5 GHz. I want to know if I can upgrade my cpu to a better one for a good price and within my power limits and some suggestions of what I should put in.

@Yamer , welcome to the Community.

Here are the Product Specifications for your computer.  Look at the section titled "Processor upgrade information" for a list of processors that have been fully tested to be compatible with your motherboard.  The most powerful that is available is the

AMD Ryzen7-2700 (Pinnacle Ridge) 8 cores/16 threads
65 W

Any of them can be installed without upgrading your PSU.

The motherboard in your computer is HP proprietary. It has a 4-pin power connector instead of a standard 24-pin ATX power connector. You will have to buy any PSU upgrade from HP.  HP has a 500W (L05757-800) that should be compatible.  An upgrade may be necessary to upgrade your video card.  The motherboard has One PCIe x16 slot for the video card.

Here is a HP Knowledge Base article to explain what to consider when adding or upgrading a video card.
