I'm pretty sure your pc is double starting or false starting. Couple names for it. Usually it is safe. It's checking the bios and then starting safely in it. Happens after power has been cut to the psu sometimes. So if there was an outage overnight or something like that. It can be annoying sometimes reseting the cmos fixes it. Just look up double starting or double booting.
