hello my vengeance ddr4 ram with 3200mhz 32gb (2x16) is under clocking to 2133mt's, the cl rating is 16 if that helps idk what to do

A 3200 MT/s memory module is overclocked memory. Many HP MBs can't natively overclock due to lack of memory overclocking BIOS support.
Standard DDR4 memory speeds per JEDEC are 2133 MT/s or 2400 MT/s.
A 3200 MT/s memory module will default to JEDEC speeds and timings if the MB does not support memory overclocking.
Some HP MBs can run specific memory modules at overclocked speeds and timings.
Compatible memory at Crucial Memory might run at 3200 MT's out of the box. Use the Crucial Scanner to find compatible memory for your PC..

Welcome to the HP Forum.
Your PC's memory is running at standard JEDEC speeds and timings.
HP do not provide BIOS memory overclocking options. So it is not possible to get AMD DOCP memory performance on many retail memory modules.
This Site lists over 3000 user benchmarks using a TG01-0xxx PC having a Ryzen 3500. You can check each user's benchmark for memory specs.
I checked a few HP PCs having higher benchmark scores where the memory was running at 2667 MT/s. My guess is the slower performing PCs would not be overclocking memory. You can check additional user benchmarks for memory specs.
It is sometimes very difficult finding retail memory modules which will overclock on some HP MBs when the HP BIOS does not support memory overclocking.

User Benchmark lists a user having a TG01 PC with a Ryzen 5 3500.
Scroll down where you will see this PC is using Crucial Memory (2 x16 GB sticks) at 3200 MT/s.
So compatible Crucial memory should hit this speed when installed in your PC's MB.
