Microsoft Windows 10 (64-bit)

Hello! i have 16gb 2x8gb ddr4 on 2133mhz ram in my computer. But in speccy it says 16gb dual channel 1064 mhz (15-15-15-36). My motherboard supports up to 2133mhz. Can i overclock them with a command in cmd in windows or do i have to do it in bios?

Firstly you can't overclock your machine and secondly it runs dual channels (means 2 halves) and 1064MHz x 2 is very close to 2133MHz isn't it.
