So, recently i wiped my pc clean, then some things weren't working so in turn i factory reset my pc so it would reinstall all the needed files, then i was stuck in a boot loop, soon after that i tried to restore it with the recovery manger, but as now it just says "Restoration Incomplete" and ive tried using command prompts and everything but as everything was wiped i don't have the administrator password and i cant do anything from their, and when i try to boot up i just get sent back to the restoration incomplete screen. it would be amazing if someone could help me asap

The only suggestion I can offer other than ordering recovery media from HP, would be to clean install W10 using the media creation tool at the link below to create a bootable W10 installation flash drive.
You will need access to another working windows PC and an 8 GB usb flash drive.

After W10 has completed installing, you can install the drivers and available software from your PC's support page.
