I have received this pc from my relative and the SATA emulation is on RAID and the option is greyed out. I have already uninstalled the operating system but the option is still not available. I also have an administrative password on it already. I need a way to change this option to AHCI because my Intel optane nvme is not working.

Try the following:
Enable Intel Optane memory in the Setup Utility:
Open the BIOS by restarting the computer and repeatedly pressing F10 to enter Setup.
Select Advanced, select System Options, and then select Configure Storage Controller for Intel Optane.
Restart the computer.
Disable Intel Optane memory in the Setup Utility:
Open the BIOS by restarting the computer and repeatedly pressing F10 to enter Setup.
Select Advanced, select System Options, and click Configure Storage Controller for Intel Optane to remove the check.
Restart the computer.
This procedure is taken from this HP Site.
You should then be able to set BIOS storage settings to AHCI.

Sorry to hear this.
There has to be a setting in the BIOS to disable Intel Optane.
Check every setting in all menus. Optane has to be disabled to use AHCI.

Just read your first post again. What are you trying to do?
Do you want Intel Optane? Then you want RAID in the BIOS. The NVME drive supplied by HP is only 16 GB. It is designed to be a cache drive. You would have to get a bigger NVME drive if you want to install Windows on the NVME drive.
But you have to enable Optane in Windows using Intel Rapid Storage Technology (IRST) Software if you want Optane. Or you must disable Optane in Windows IRST software and the BIOS if you want AHCI and don't want Optane.
I don't what you want to do? You can download and install IRST at this Site.
The latest Intel software may not work with your CPU and chipset.
Or try the HP W10 IRST software at this Site.

If you are having trouble changing the SATA Emulation on your HP Tampa2 BIOS, there are a few things you can try:
Ensure that you are accessing the BIOS with administrative privileges.
Check to see if there is an option to reset the BIOS to default settings. Sometimes this can help resolve any issues with changing settings.
Update the BIOS to the latest version available. This may add additional functionality or resolve any known issues.
If none of the above solutions work, you may need to contact HP support for further assistance. They may be able to provide additional troubleshooting steps or determine if there is a hardware issue preventing changes to the SATA Emulation setting.

Try @Techmaster07 suggestions.
I searched the Web using Intel Optane error 0xA0050055. There were some hits but did not see any solutions. Search this error (0xA0050055) to see if you can find a solution.
Run HP Diagnostics to check the drive health of both drives. You might have a bad cache drive.
I still don't know if you want Optane or not.
If you don't want Optane then replace the Intel cache drive with a much larger NVME drive after disabling Optane in Windows IRST software and enabling AHCI in the BIOS. This should be doable. I don't understand why you cannot do this.
Tip: disconnect the HDD when installing Windows to prevent installing the OS on the HDD instead of the NVME drive.
My personal preference is to install the OS on a 512 GB or larger NVME drive using AHCI BIOS settings.
Check the Intel Optane Forum for assistance if you want Intel Optane.
