Hello,

 

Could HP BIOS update 8307 F.17  (or any BIOS update) upgrade my HP Omen Desktop PC 880-p0xx TPM 1.16 to TPM 2.0?

I don't see where F.17 or any of the previous versions added support for TPM 2.0.

 

Take a look at the release notes under the Revision History section.

I am very surprised your PC having an Intel 7th Gen core processor did not come with a TPM 2.0 security chip from the factory.

 

Is there a reason you wanted to see if updating the TPM to v2.0 was possible?

 

Your PC's processor does not meet the W11 hardware requirements established by Microsoft and the motherboard does not support any W11 capable processors.

You can always use one of the W11 hardware check bypass methods to install W11 on your PC as is.
