I upgrade my HP Pavilon Gaming Desktop's (690-0024) cpu from an Amd Ryzen 5 2400g to a Amd Ryder 7 2700 (Stock not X). When I turn on my pc, the fans work, led work, but there is no signal. I switch hdmi, clear cmos, did the cmos jumper (updated to December bios before upgrading), cleaned my ram. I appreciate it if someone could help.

The 65 watt TDP Ryzen 2700 should work as HP has validated this CPU https://support.hp.com/us-en/document/c06124756 A different component may have failed or is incorrectly installed. Verify you are connecting the monitor to the graphics card HDMI out. I have used the MB HDMI out on many occasions paired with a non-supported CPU and wondered why there was no video, Doh!.
The 2700 does not support integrated graphics. Reseat the graphics card or try a different graphics card.
Reseat the RAM. Try one stick of RAM in each memory socket. Try different, compatible RAM.
My guess is the 2700 may be faulty if other components are okay. Try reseating the CPU. Check the CPU for any missing pins or bent pins. I have seen some Ryzen CPUs with bad memory controllers showing this symptom.
Retry the 2400G to verify the MB and other components are working.

Good to hear this. The PC works with the 2400G. Please verify you are connecting the monitor to the factory installed discrete graphics card. The 2700 does not have integrated graphics.
I would say you have a bad 2700 if you are using the correct HDMI out on the PC's rear I/O. The only way to check the 2700 is to install it in a different MB having discrete graphics. A local PC tech can check the 2700.
Your PC was validated using a 2700 at the factory with the initial BIOS.

Update the BIOS. Try the 2700 again or have a local tech test the CPU.

Well I figured it out. I install old cpu, remove cmos and jumper, remove old cpu, installed new cpu. Turning on the pc beeps. 3 long beeps and 2 short beeps. I remove this one specific ram, and it worked. The specific ram came within the desktop. No matter where I place that specific ram, it do not work. But the ram I bought works on both slots.

Its sounding more and more like the 2700 has a (CPU) memory controller problem. I am guessing the CPU is bad because your PC seems to run fine with the 2400G.
The quickest way to solve this is to have a local PC guy test the 2700 on a known, good test bench rig. A pass means the 2700 is okay. A fail means the 2700 is bad.
Then test the 2700 using the test bench MB and the rest of your components if the 2700 passes the previous test bench check. The tech can then isolate the other bad component you are using in your PC by swapping in known, good components, one at a time, until this test passes.
Or the tech could use your MB, the 2700, and other components from the bench test rig. Then swap in your components, one at a time, if the initial test using your MB passes. You have found the bad component when this test fails.
