Can my motherboard in my Omen 30L with a AM4 socket and a ryzen 7 3700X be fitted with an AIO instead of the stock air cooler?

What is the product number of the computer? I need this information to review the specifications of it. Please don't furnish the Serial # or other personal information. Here is a guide to help you find it. You will find the Product Number at the bottom of the page when you open HP Support Assistant.

If you look at the picture of the computer it shows it with an AIO installed.  However, I searched HP PartSurfer and there is none listed for purchase.

It shows that it is compatible with the AM4 socket.  I suggest that you contact Corsair's Tech Support to see if they can tell you if it is compatible with your motherboard.  Also, they may have a better option for you.

Yes it can, there are several tutorials on YT, what is the most popular solution is Corsair H60.
