Operating System: Microsoft Windows 10 (64-bit)

i was wondering if i can use the videocard which is a rx 580 and the cpu which is a ryen 5 2400g in a motherboard of my choosing with a bigger case.

You want to remove the video card and cpu out of the HP and use them in DIY build?

Yep, not a problem. No reason for them not to work.
