i want to upgrade from my i5-7400 cpu to a i7 9700k cpu am i able to do this cant seem to find help elsewhere

i see it supports up to 4 watts less so if i did the extra 4 watts when it comes to this would it still be faster then my cpu? and if not am i able to replace the motherboard?

Only specified CPU chips are certified and tested to work.

Replacing the board:  new CPU chip, cost of board, new RAM.

WIN 10 will not activate

Same logic, just moving a board causes rear I/O issues.
