hi does anyone know if you can activate intel dynamic tuning on omen bios, can't find anything and also how to turn off e-cores as they are ghosting in cs2

Does your PC have an Intel discrete graphics card?

 

I'm only seeing Nvidia graphics card options or AMD graphics card options for your HP PC at this HP Site.

 

Intel DTT is explained at this Site. Intel DTT seems to also work with Intel Iris Xe MAX Graphics chips used in mobile devices.

 

I'm also fuzzy with respect to your PC's E-Core ghosting problem. Windows 11 should schedule the correct processor cores (P-Cores) to be used when gaming.

 

You might be having a Windows processor core scheduling issue if your PC is using W10.

 

I'm pretty sure (not positive, jogging the memory) one of the reasons W11 was released was to enhance Windows processor scheduling when interacting with Intel P-Cores and E-cores.

 

Sorry, not providing a solution. But it's tough to figure out what's going on.

 

I can't see Intel DTT being an issue if your PC is not using Intel graphics.
