My device is operating normally whenever this exact sequence is avoided by me.  I use a ethernet cable with my laptop sometimes, and I have a few other mobile devices I connect wirelessly sometimes.

 

The issue is when using my laptop, whenever I'm signing into my user account with my pin code and then plug in my ethernet cable before I'm signed in all the way, my device boots(edit here per my personal comment below, "the device LOADS from signin, after boot, into Recovery Mode instead of my User Account")  into recovery mode instead of my OS. 

 

I made sure that all boot options except for 'boot from disk' are disabled. I have safe mode and debugging disabled. 

 

I just started using an ethernet cable about 6 months ago with the device.  I'm not sure if this is a something that was always here, or a new bug which could be a result of a couple different things:

1. I've toggled my TPM on and off a couple times, and cleared the TPM.

2. I did a manual RE partition expansion to 1 GB, and reinstalled the RE, based on the instructions from a Youtube video "Let's Fix Windows 10 After Failed Windows Update" by 'Britec09'.

 

My workaround has been simply powering the device off, unplugging the ethernet cable, powering back on, signing in and allowing it to load all the way into the USER ACCOUNT before connecting my ethernet cable.

You have a grounding problem.  The static electricity on your desk cannot dissipate.

Use an anti-static guard spray. Spray the disk, your chair and the carpet or area about the desk.

Optionally, on in addition, get an antistatic mat that is designed for laptops to set on.  Not the electronics repair type mat.

 

Some shielded ethernet cables come with a metal shield on the connector.  Touch that to the case of the laptop before inserting. Ideally you should have a docking station as it would be grounded with a three prong power cable.

 

This can easily damage your laptop.

 

From my experience with the 5ghz band and 1gbit ethernet, there is no difference in speed on the internet.  If you have local network attached storage then yes, the 1gbit speed can be much faster than the 5ghz wifi band.

I need to rephrase one line, and i'll add another couple aspect.

Rephrase: I mean to say that the USER ACCOUNT(which is my personal account, and the only one configured) loads into Recovery Mode. It BOOTS all the way to the sign in screen that shows my account, and allows me to enter my pin, and then when the user account is loading, it enters Recovery Mode. 

 

Also, it doesn't happen everytime the noted sequence is repeated, but it has occured several times over the course of the last 5-6 months. And it's never occured during a powerup with my ethernet cable disconnected.

I don't have a NAS. I only connect my external memory cards periodically. I don't think i'm going to buy anti-static spray. I will tap my ethernet(CableGeeker Cat7) on the chassis when connecting, and also update this posting if I identify any more relative details.

This is another occurrence that is taking place periodically, while performing an average startup. The only unique actions I'm taking when this one occurs, it's only after powering on, not after signing back in, or waking from sleep. It doesn't occur after every startup.

The issue is, the taskbar is locking closed at login, on startup. I move my mouse over and over to draw it out and it remains hidden(observe the 1st image). I have to push the WINDOWS key(observe image 2) and then push the WINDOWS key again before it becomes interactive.image 1image 1image 2image 2

This bug is still occurring. I figured I backup my important data and continue to monitor it for awhile. 

*Secure Boot State is 'On'

 

I've found that the same event also occurs when I connect the ethernet before I push the power on button, apart from when I connect it right when I'm entering my credentials.

In this scenario it appears to be the exact same outcome, the OS appears to load properly, shows my user account and personal photo, and then after I enter my user account password it loads as if it is entering my user account normally, but then displays the 'setting up device' screen.

I believe the Windows Recovery Environment might've been the wrong term I used originally. I found a picture online to show the mode it's entering.
