So as a student who casually bring gaming laptop to school... I found out that the noise from my fan is kinda annoying for other people. I actually tried to find some way to turn off my fan completely, but no use. Well windows 10 1903 doesn't allow me to limit my clock speed for my CPU anymore. OMEN Command center is kinda useless..... the only mode that turn off the fan more often is the Default mode, and somehow the comfort mode cranks up the fan more often.... which I thought it should reduce the fan runs often... I actually hope the HP dev team add another "Quiet Mode" that will lower the clock speed of everything and makes the fan turns off. Since at school I don't really do that much heavy task, I will accept my laptop performance will go down significantly, but it will reduce the noise too. Well when we hope for that, is there any way to turn off the fan while I'm not gaming?

@peace20201 , welcome back to the forum.
No, there is no way to turn off the fan. This would be dangerous and could damage the internal components. There is too little space inside of the case for cooling. The optimal performance is based on a well-cooled system.
