HP ENVY 17.3 inch Laptop PC 17-cr1000 (755C1AV)

I have an HP Envy 17 with an Intel Core i7-1355U 16GB RAM and a RTX 3050 GPU, but when I open up GeForce Experience, it says (Ready) to all of the features except Whisper Mode and Battery Boost it says (GTX 1060 notebook GPU or higher and SLI is not supported), and when I try to play games even on low setting I'm getting 40 - 50 FPS on games like APEX or Outlast, and call of duty is max 10FPS lowest settings (Note: the laptop is plugged in and on Nvidia Control Panel it's set to High Performance Nvidia Processor) I thought maybe connecting a external monitor with a HDMI would work but still same issue and they both say there connecting to the Intel Iris not the RTX 3050 can someone help me out.
