I just bought this laptop and after the computer first restarted in order to update itself I had a black sceen with cursor appear as soon as I signed into my account. It takes up to 15 minutes for explorer to properly load itself but until then there's nothing I can do with the start menu, desktop or taskbar. I can turn the task manager on and consequently I can turn on things like control panel, chrome, but I have to wait for a rather long while before the computer starts to function properly. It's killing my nerves, can someone pelase advise? The computer works perfectly otherwise but this issue is really persistent and I've tried a lot of things to remedy this problem, basically everything you can find on google when you type in "black screen and cursor". Please help, thanks!

IF I understand you correctly, this is a brand new computer and after the first set up updates, it black screens on reboot and runs painfully slow.
If so and you've tried "all the fixes on the internet", you would be better off to simply run a system recovery back to factory settings.
It has an NVMe SSD, so doing a recovery will actually be very quick and save you time over trying more fixes that wont work.
Rapidly tap the F11 key after pressing the power button and follow the prompts. Bu sure to keep the power cord plugged in for this.

If you have done a recovery allready and its still malfunctioning, run the UEFI Diagnostics for a hardware issue. Finding a failure will give you something to go by if you claim a warranty issue. Otherwise it might be faster to return it to the store you bought it from.

The computer itself runs okay but when I log into desktop the screen goes black. I can move my cursor around and I can access chrome, control panel and so on but start and taskbar are hidden for like 15 minutes. If I start in safe mode everything will boot correctly without the black screen. Could it be a software issue? Shell starts explorer.exe at logon if that helps. Thanks!

Well, you did say this was killing your nerves and you wanted done with it . Not knowing what you've done so far, I suggested doing a recovery. This would have you up again in a short about of time. 😉
Otherwise, have you tried doing a Clean Boot to troubleshoot with?
You would be turning off all non essential services, then enable them one by one to see if you find the culprit.

It shows how to go into System Configuration, hide the Mcrosoft Services, then disable all the other sevices running.

Hello again, I've tried recovring and it seems like rebooting everything worked. This time I did not update Windows and it works flawlessly. Looks like one of Win updates messed it up for some reason, likewise did Nvidia driver update (it basically made my display drivers disappear). Hopefully this problem won't be persistent...

That will work.
I suggest before doing anything else, create your HP Recovery USB Drive, just in case a bigger problem happens some day. Use a blank drive between 16 to 32 GB.

A Windows update may have failed to install correctly the first time.
You can try updating your HP drivers manually. Download and save them somewhere from the link below.
You can also run the Windows Troubleshooter and delay updates if it finds any problems at the end if its search.
Hit the Run button and it will scan for problems. Then it will show two options – Hide updates and Show hidden updates.
If an update causes a failure, you can try reverting back to a Restore Point

One more thought.
Once you have everything up and running and Windows is updated and "stable", plus you have whatever games/programs installed and updated, you might consider creating a backup image to your HDD.
I use AOMEI Backupper, but Macrium is also good. This way, if your system crashes again, you wont have to redo all that again. This will reinstall Windows and all your updates/programs as they were when you create the image.
Like I say, just something to consider.

Resolving the black screen issue caused by Windows 10 update
If you have previously disabled App Readiness
- Boot the PC
- Click Start and type Services
- Open desktop app Services and find App Readiness
- Open the service and set Startup type to Manual
- Click Apply and close the window
- Download and install HP Image Enhancement for System Logon - http://ftp.hp.com/pub/softpaq/sp81501-82000/sp81965.exe
- Reboot PC
If you have not disabled App Readiness
- Boot the PC
- Wait 15-20 minutes for the boot process to complete and desktop to load
- Once on desktop, Download and install HP Image Enhancement for System Logon - http://ftp.hp.com/pub/softpaq/sp81501-82000/sp81965.exe
- Reboot PC
