Please share the blue screen error on your PC to assist you better.
As you mentioned when you boot into your PC you are getting a blue screen with error rtf64x64.sys on your PC.
Try restoring the BIOS to default and check if it helps.
- Turn off the computer and wait five seconds.
- Press the Power button to start the computer and repeatedly press the F10 key to enter the BIOS setup menu.
- On the BIOS Setup screen, press F9 to select and load the BIOS Setup Default settings.
- Press F10 to Save and Exit.
- Use the arrow keys to select Yes, then press Enter when asked Exit Saving Changes?

@Asuthosh, I appriciate your efforts for writing back to us.
As you mentioned the issue still persists after trying out the steps.
It looks to be a graphics driver issue, uninstall the graphics driver from device manager and install the graphics driver using recovery manager.
Refer this article to know how to restore drivers using HP recovery manager.
If the issue persists try running a system diagnostics test on your PC and check if the hardware components are functioning correctly.
Refer this article to know more information about running system diagnostics on your PC.
