I use pavilion 15 gaming series. With ryzen 5 3550h
And GPU nvidia GTX 1050 3gb
My cpu fan speeds up and slows down for unnecessary reason . Even when I don't play games or any other heavy application. Mainly when I charge my laptop it starts to ramp up and down. It's very irritating.
There is no solution available in internet as of I know. I tried to change advance settings in bios but hp has hidden those advance setting.
Pls help me.

I reviewed your post and I understand that the fan speed is increasing and decreasing under low load.
Don’t worry, I assure you I will try my best to get this sorted.
I would like to inform you that this is by design and the fan kicks in when the CPU temperature reaches a certain limit. Having said that, I recommend you update the BIOS and the graphics driver from the below link and check if it helps.
BIOS: https://ftp.hp.com/pub/softpaq/sp111501-112000/sp111999.exe
Let me know how it goes and you have a great day!
