Hello,

 

My CPU get locks at 0.80 GHz and not going up or down. In the same time when CPU is locked at 0.80GHz,

laptops fans runs fast (noisy) but the comming air is not even hot.

 

I have found a tool named Intel(R) Extreme tunning utility to use it as monitor of "whats going on with my system",

i'm not overclocking or changing something in CPU.

 

Tunning utility shows value of "Thermal Throttling" as 100% i think this is the reason why CPU stays at 0.80GHz, it get downstep becouse of this thermal throttling.

CPU package and core themperature is normal around 40c .

This problem is comming and going at random, when the problem is happening and i reboot the laptop i get error from the BIOS says: System Fan (90B) - Enter continue startup

With random combination of reboots, shutdown unplug power and plug power CPU gets frequency stepping again

Thermal Throttling is becoming zero and fans stop... and everything goes normal.

When CPU gets frequency stepping and works normal if i reboot the system BIOS does not show messages: System Fan (90B).

 

This is happening once or twice a day and it's very anoing .. i'm loosing an 15-20 mins to reboot shutdown plug... and so on until the problem disappear.

 

I have the lastest BIOS for my laptop and all updates for Windows 10 installed.

HP Support assistant software also shows no updates available.

Hello,

 

Just for update i have returned my Laptop for warranty repair.

 

Warranty card shows replacement of motherboard.

 

After replacement, CPU not stuck at 0.80GHz anymore.

@spetrov,

 

Hello and thanks for posting on the HP support forums.  In this situation what I would try is running a BIOS recovery.  Even though it is up to date if it did not take right this will clear things up.  If you can as well let me know if you had Windows 10 or upgraded to Windows 10.

Another step you can try before this is running the Windows Update Troubleshooter.

 

If you did an upgrade you can try the stand alone install of Windows 10 as well.

 

Download Windows 10

I've had this issue on 3 HP laptops, after speaking to a few friends I found it was apparently common, I found it went away after a bios update fairly recently, but for a few friends it hasn't. What I did when I had the issue was unplug my charger for 15 seconds, plug it back in, repeat until it unlocked the frequency again. (Actually, if you can, leave it unplugged because my frequency unlocked when unplugged and the laptop ran faster...) but the bios update fixed it for me, so if you know what you're doing go ahead and try that.

I have downgraded BIOS to F.06, 10/23/2014, this was the oldest BIOS that i have found.

CPU continues to freeze at 0.80GHz.

 

BIOS recovery procedure successfully recover the BIOS but the version was not modified.

After recover version is still F.06, 10/23/2014.

 

About installation of Windows. The original version of windows that come with the laptop was 8.1

I have upgraded 8.1 to 10. After Windows 10 was activated i have made a fresh install of Windows 10,

deleting all the partition on hard drive and installing Windows 10 from Windows 10 install media.

Hello @Lemagex,

 

Unfortunately just unplug and wait 15 sec, then again plug power does not get CPU to work, it is stays locked.
