Same problem with my pavillion with it 8300H 2.30 Ghz. If i plug the ac adapter my cpu goes to 800 MHz 0,78 but if I unplug the ac adapter the cpu up to 3.4 GHz and more.

Any solution with this issue???

I "sort of" got this resolved by following a few people's tips.

  1. Replaced the power supply-- although I was using a factory original HP power adapter, someone suggested that not providing sufficient power may cause this problem.   I first tried a Universal power adapter and still had the same results, but after trying a 2nd HP adapter, the problem mostly disappeared!
  2. When it "locks" at the lower speed, I unplug the A/C adapter and toggle a few options in the "Throttle Stop" application.  It instantly frees up the CPU to behaving properly again

Before replacing the power supply, most of the time even after unlocking the CPU when I plugged it in it would jump back down and stay locked low.

Oh -- I also updated to the latest BIOS and Firmware I could find, but I sadly did not find that to help the problem at all.

BDPROCHOT wasn't an enabled option for me when I ran it, and my processor wasn't getting hot at all in the first place.

Why would you write "don't mess with the tool?"  It freed my CPU when it got stuck then I didn't have to run it after since it seems to remember being "unstuck" (until it gets stuck again LOL)

Hi.

I solved the problem. Finally was the charger. I saw carefully the piece that fits in the computer and I could see that there was a thin wire just in the center, but this wire was distorted so even if the adapter was plugged and the computer apparently was charging there was not enough power to put the processor at its real speed. Fortunately my computer was in warranty so HP service customer sent me a new charger and the computer started to run fast again.

At first I discarded the charger because I proved another charger with identical result, but the charger of my laptop is different and i can see that generate a power of 135W different of the 65W of the other chargers.
