Can I program on my 15-f305dx laptop

my Laptop has been running slow and it’s hard for it to run games is there an upgrade to fix that and help it run smoother and be able to program like websites and 2d or even 3D games? If I can’t upgrade what’s the cheapest (like under 300$)and best (able to browse and program) laptop option for me? I’d like to go laptop because it’s portable
