Microsoft Windows 11

As the titles say, the performance on my laptop has been in a steady decline over the years and I want to upgrade the specs specifically the cpu and gpu, is it doable?

The processor and gpu are integral parts of the motherboard.

You can do neither unless you replace the motherboard with one listed in chapter 3 of the service manual that may come with a better processor.

It would probably cost less to buy a new notebook with a better GPU and CPU than to upgrade the components in yours.

That would assume if you can even find the parts you need to do the upgrade.
