I want to turn on 144 Hz I looked at all the default settings, it costs Intel Graphics, you can’t change Hz, you can only set 60

What is your Victus machine ? Does your machine have 144Hz screen ? If not, it only has standard 60Hz, you can not increase that. The following machine clearly says it has  40.9 cm (16.1") diagonal, FHD (1920 x 1080), 144 Hz, IPS, micro-edge, anti-glare, 250 nits, 45% NTSC:
