Operating System: Microsoft Windows 10 (32-bit)

Recently, (As in back at the start of November) I lost the charger to my laptop. I got a quick cheap replacement and right away noticed an issue with it running slower. Then Only a few weeks back I started getting the pop up warning my the charger was incompatable and that my laptop would run in "Reduced Power Mode"

Now it runs sluggish when plugged and actually speeds up greatly when off the charger. To make it worse, I even bought a proper HP Charger and it still gives me the issue.

What do I do?
