Hey! I have this issue and I'm still not sure what the cause is.

The fps drops every-time I plug my laptop in. I usually get 30-60 fps while playing games, but once I plug it in it can go all the way down to just 5. My CPU Speed drops down to just 0.4GHz when I plug it in (from 1-2GHz when on battery).

 

Some specs:

HP Pavilion Gaming Laptop 15-ec0026ax

Processor: AMD Ryzen 5 3550H with Radeon Mega Mobile Gfx

GPU: Nvidia 1050 gtx

 

My BIOS is updated to the latest version for my laptop (F.12)

I've done all the updates too. All my drivers are up to date.

 

Some suggest that throttling can be the reason. For this I've tried changing some settings in Power Options-> I changed the maximum processor state to 95%. Apparently that worked for a bunch. But nothing changed for me. I even changed minimum processor state for plugged in to 50% (It was initially at 5), but that does not seem to change the CPU speed. It still utilizes below 20% when plugged in.

Changing everything to ensure high performance doesn't seem to be working either.

Could it be a problem in the adapter? I have a 135W adapter.

I used to have a 90b cooling fan problem, but I've got that fixed now. The interior of my laptop was cleaned for the purpose too. So I don't think there's a problem with the cooling.
However, I can never be too sure of anything, because I can not figure out what the core problem is. 

How can I fix this problem? 
It's disappointing when I have to have my laptop fully charged before I can play simply a single match in any game for plugging it in will slow down everything.

Would appreciate any tips/solutions!
