I had a pretty low-end laptop which i bought in 2019 named HP Pavilion x360 Convertible Laptop PC 14-dh0103tu. First i bought it just to do some school project, but after that, i wanted to play some game on it too (Valorant, Genshin Impact, BF1 etc). So, i upgraded it's configuration (i did it around Jan 2022). At first, it run perfectly (Valorant at 50-60fps lowest setting, Genshin Impact at 40-60 fps lowest setting), but after an system update (idk if it was driver update or window update, but that was around April  - June) those game started to getting stuttering, fps dropping, or freezing for about 2-3s whenever i doing new action (like change character, weapon, shooting, go to an other side of the map).
However, at this time i thought that was a minor bug in graphic driver and it would be fixed at no time (this was not the first time i get the problem). But after 2 month and a driver update, nothing change. Then i thought that was maybe the cause is in my system. I tried many methods, such as:
+ Redownload the game
+ Roll back window version 
+ Roll back graphic driver version
+ Use sfc and dism 
+ Use older version of graphic driver 
+ Do some clean boot, scan virus, etc
+ Use HP Support to update all driver (recently)
But the problem still happens. Although i think the cause is my winver being not compatible with my laptop since i can't find the 21H2 OS at HP Official website to update driver. But srl i dont want to re-install my OS since that'll take a lot of time to install all my application.
My recent configuration:
Window 21H2 19044.1865 ~ Window 10 Home x64
CPU: Intel(R) Core(TM) i3-8145U CPU @ 2.10GHz
Graphic card: (onboard only) UHD Graphic 620
Memory size: 20 GB
SSD: NVMe CT1000P5SSD8 (contain system folder, game folder)
HDD: TOSHIBA MQ04ABF100
No battery
My graphic driver ver: 31.0.101.2111

Thanks for helping, but it seems not working, i followed your step and those problems were still not solved.
Actually, your solution does make the game's fps more stable by a bit (before it was constantly changing between 40-60, but now it was pretty stable at ~55-70 fps) but only when i do nothing in game. If i change weapon, do a gun shoot, reload or anything, the game will stutter, or worse, freeze a whole second.

When was the last time the <thermal paste> of the CPU GPU and bridges was renewed?

The temperatures seem very high to me.

About 6 month ago

But i guess the high temperature is the result of not having a proper cooling fan and i always leave it in idle mode instead of sleep or hibernate.

Do you have a clean operating system ?

- Check taskmanager in <idle> mode what processes are using more cpu/memory than others.

- Send 2 <screenshots> ( sorted by CPU and memory )

Tasks look fine.

 

You should pay attention to the <minimum requirements> for the games. In some cases, you will have to reduce the graphic details/effects and run several tests. It could be that the hardware of your notebook is simply overtaxed.

 

Try it out and report back.
