FPS issues while using vsync

Hi i recently bought a new computer and i have some problems while playing any type of game suposedly i have to get 165 frames when i activate Vsync but when i do so y only get 40 frames and it nevers goes up i tried everything like changing drivers changing the Nvidia configuration but still can't find a solution. I have a RTX 3060 with 16 GB ram i need seriously to get this problem solved because i'm getting quite anxious about it. all this problem started when i wanted to stream Geometry dash in streamlabs OBS but when i lauched it i got those 40 frames using vsync and after that issue i kept getting 40 frames on all my other games. i tried to uninstall and reinstall streamlabs but  i still play at 40 frames. Please Help!

this problem started when i wanted to stream one of my games and after that all my games started to get this frame drops i rebooted the application where i stream and still nothing i don't know wheter it's a pc problem or an app problem because it's always since i launched streamlabs all my games when to 40 frames without moving
