I just had a simple question: Is my right fan on my laptop supposed to turn on and off while my left fan consistently stays on?
I had just replaced my battery laptop, so I wanted to ensure everything is well. I cleaned my fan when I replaced the battery so they are a lot quieter now but I just noticed that the right fan turns on and off depending on what I am running.

I see this fan-behavior on higher end graphics cards, such as with the 3-cooling fan of my RTX 3080.
It depends on the specific laptop model and its cooling system design. In some laptops, the cooling fans may be programmed to turn on and off depending on the temperature/power draw of different components, such as the CPU and iGPU. This is designed to save power and reduce noise when the system is not under heavy/full load.
In other laptops, both cooling fans may run continuously or ramp up simultaneously.
If you're concerned about the behavior of your laptop's cooling fans, it may be a good idea to contact HP customer support for guidance, as I couldn't find any information for your specific laptop online.
