Fans making abnormal and loud sound

My PC fans are making a high-pitched whining noise along with a fast rattling sound. I initially thought it was due to dust, so I cleaned them, but the noise returned after a few days. Could this be an issue with worn-out bearings, heatsink, an unbalanced fan, or something else? My temps seem fine, but the noise persists. Any advice on diagnosing or fixing this?
