I have been trying to figure out the issue since a long time, previously I had a lot of symptoms that such as FPS of graphics intensive games being low, games that can run easily on my system struggling to run smoothly but bearable. I didn't care much until every time I had to reset my pc for it to run as a new unit for a few months. They were diagnosing everything in so many different case ids, and in the latest one found an error with the SSD and replaced that and closed the case. 

I told them to test the graphics card directly a lot of times, unaware that there wasn't any official tool by HP to test that. Everything else could be tested except my dedicated GPU. I ran some benchmarks @ userbenchmark, geekbench and passmark. The numbers compared to same units around the globe was significantly low. It was there I saw how bad my graphics card is performing compared to what it generally does for others not even compared to the new units. 
Each time they take IDR logs, and do nothing. 

The team online in the front end is very uncoordinated with the backend (higher team) to whom they elevate the case every time but there is no progress at all. They don't even test anything, just take my IDR logs each time, and waste their visits on that. 

I just want a diagnosis, and possible solutions. Can't they do stress tests on GPU themself and deem the graphics card underperforming ? I see no other official way of testing the graphics card directly for underperformance .

Even AI is able to tell there is an issue with the GPU. It suggests some common reasons to start with like Driver Issues, Thermal Throttling, Power Settings etc... 
What the AI doesn't have the context about is the laptop is upto date with all the drivers, this is not a software issue as diagnosed by HP itself. This persists even with multiple reinstallations of Windows 11 by boot OS, normal reset from cloud/local. 
Basically its no general reason thats causing the underperformance apart from the suspicious hardware ones like PD to the GPU, Hardware Issues etc...
