hello i have an issue with my HP pavillon gaming laptop my processeur seems to lock its speed to 0.79 while charging even tho its not hot ,and my gpu usage in games is 100 to 90 % but when im on battery everything works fine 

i have tried throttle stop (latest version) but it doesnt seem to work. i have to uncheck the bd prochot in ordre for my cpu speed to increse but my performance is still horrible even when i undervolt

also i changed my power plans from normale to high but no luck

my specs 

gtx 1050 3gb

16gb ram

Windows 10 pro

i5 9300h

512 ssd 

the input voltage of my laptop is 19.5 v 6.9 a

and the chargeur output That im using is 19v 6.3a

 

i would appreciate any help availabale
