Hello,

 

PRODUCT NAME: OMEN by HP GAMING Laptop 16-wf0xxx.

SPECS: INTEL I-9 13900HX, RTX 4060 145W.

OS: WINDOWS 11 HOME.

 

So i bought this HP OMEN laptop i913900hx and RTX 4060. its a beast.....but when plugged in. On battery its a turtle. This issue has been from the very start and if i knew about it i would have never bought it. The thing is that it gets very very slow when i try to use it on battery. and if i run a game during then, its CPU speed locks at 0.48ghz and everything lags. even Photoshop lags, and the worst thing is that i have tried everything i could(that was safe to try) but nothing resolved the issue. I also tried THROTTLESTOP but there also the key setting that can bypass the power limit on battery is greyed out and cant be edited. Also tried making some registry entries to see if any hidden setting comes up but nothing. I also tried the BIOS but there's no option resembling the issue. Furthermore, i even tried all key combinations the internet had to offer and a new tab named ADVANCED unlocked in bios but it only involved memory overclocking. I came to hear some fixes that are risky and i m not risky enough to try them, ofc not after buying a new 130,000k rupees laptop. I was hoping if someone had conquered this mountain between us and performance could help me out on this.

Thank you for posting your query; I’m here to help by guiding you through steps to resolve this issue

 

Update BIOS and Drivers

BIOS: Go to HP’s website, find your laptop model, and make sure your BIOS is up to date.

Drivers: Update your Intel CPU and NVIDIA GPU drivers using HP Support Assistant and GeForce Experience.

 

Adjust Power Settings in Windows

Go to Control Panel > Power Options and select High Performance or Ultimate Performance.

In Advanced Power Settings, make sure Minimum Processor State and Maximum Processor State are set to 100%.

 

Optimize Performance in NVIDIA Control Panel

Open NVIDIA Control Panel, go to Manage 3D Settings, and set the performance mode to Maximum Performance when on battery.

 

Check Battery Health

Run Windows Battery Report by typing powercfg /batteryreport in Command Prompt.

Check the battery health, and also run HP Diagnostics (press Esc at boot) to test the battery.

 

Reset Power Plans to Default

Open Command Prompt (Admin) and run: powercfg -restoredefaultschemes.

thank you for reply but this did not solve the thing. I asked CHATGPT about this and it told me that this may be the EC that's blocking the performance, or more likely limiting the wattage when on battery. Can we do something about this?

I know how important consistent performance is, especially with a high-end configuration like yours. Let's follow a few more steps to troubleshoot this further and see if we can improve the situation.

 

Update via HP Support Assistant

Open HP Support Assistant.

Go to Updates > Check for Updates

Install all:

HP firmware updates

Intel Dynamic Tuning drivers

HP power management software

 

Run HP UEFI Diagnostics

Reboot your laptop and press Esc > then F2 to open HP Hardware Diagnostics UEFI.

Select:

Battery Test

System Test > Extensive

Thermal Test

 

Power Reset 

Shut down the laptop.

Unplug the charger.

Hold the power button for 15–20 seconds.

Plug it back in and boot.

 

HP OMEN Gaming Hub Settings

Open OMEN Gaming Hub

Go to Performance Control

Set to Performance Mode or Custom Mode

If available, increase CPU and GPU power limits (some features are locked on battery)

In Network Booster or System Vitals, ensure no background limiter is active.

I read your solutions and performed them one by one. I ran battery and performance tests in BIOS and everything showed normal. I changed the settings you advised me to but nothing could resolve this problem. My laptop's processor still locks at 0.48ghz when i open a demanding software or any game and lags too much. If you could provide further assistance to make things work.
