Microsoft Windows 11

About 10 days ago, I noticed that my stupidly expensive LG34GP950G-B ultrawide monitor felt sluggish. I was right in checking the refresh rate, as it was locked at 59.99hz. The monitor is connected to an HP Omen 15 with an Nvidia 2070 Super Max Q graphics card. I was previously getting the full 144hz, and now something changed and I can't do anything to change it. I was getting 144hz by going from DP on the monitor to USB C on the laptop. When I noticed the issue I tried the mini Displayport input on the laptop, and that didn't fix it. I can get 100hz using HDMI. I've tried EVERYTHING I can think of. What am I missing?

What is your Omen 15 ?  How do you connect them ? Please note: resolution goes up refresh rate will do down and vice versa.

Regards.

Model is 3E768UA#ABA 15-EK0023DX. I was originally connecting to my LG monitor from the USB C port on the laptop to the Display port input on the monitor via a USB C - DP cable. I was getting 144hz. Then, all of the sudden, I noticed the framerate seeming as if it had dropped, so I checked in the Display Settings option in Windows. Sure enough, locked at 59.99hz on the LG monitor. I tried everything I could think of. Deleted and re-installed all Nvidia drivers, new Mini DisplayPort to DisplayPort cable, etc. Nothing has worked.
