I am not able to move my mouse and type at the same time. I've changed my touch pad sensitivity but it still happens.

Yep, this is why it helps to tell us the exact model you have.
Yours uses an Elan touchpad.I dont have an Elan touchpad, but the settings will be similar.
So navigate to the mouse/touchpad settings again as I shown before, but this time the tab will say ELAN, not Clickpad settings.
Go to Windows All Settings>Devices>Touchpad, then click on Additional Settings...
When the window opens for Mouse Properties, select the ELAN tab. There should be an Options button button below. Click on that.
I think that should open the ELAN Smartpad options. Choose the Additional tab.
Then there should be a section for PalmTracking. Click on that and adjust it.
IF adjusting the palmtracking does not work, you might have to uninstall, then reinstall the ELAN drivers.
Here is the link to the driver download assuming you are using Windows 10 version 1809...

It would help if you also posted the full model or product number of your laptop.
The product number is located in the HP Support Assistant.
Go to the Start menu and scroll to H>HP Help and Support>HP Support Assistant.
Open the program and click on your computer in the list.
The Product Number will be listed either on the top or bottom of the window.
Assuming you have a Synaptics Touchpad, you should be able to change the Keypad settings under SmartSense.
Go to Windows All Settings>Devices>Touchpad, then click on Additional Settings...
When the window opens for Mouse Properties, select the ClickPad Settings tab. Then click on the ClickPad Settings button.
Click once to Highlight SmartSense and click on the settings (gear) icon next to it.
Move the Slider all the way to the left to turn off SmartSense.
Click OK to save and exit the windows.

Hello!
Thank you for your reply, unfortunately, this did not solve my issue.
My laptop Model# is: 9560NGW
Product Number: 4PY21UA
(It also has #ABA at the end but it doesn't seem to register that product number unless I remove the #ABA at the end.)
I do not have the Synaptic driver installed on my laptop. Is this laptop model compatible with Synaptic control? Could something go wrong if I did install that driver? Is there another fix? I've been searching for a while and all of the fixes seem to require the Synaptic Driver.

Thank you very much for your help! Sorry for the late reply. I was able to correct the problem using your help & the steps below. I was unable to find another way to locate the Elan Clickpad software other than the one listed below. It does not show up in mouse properties or where other touchpad settings should be.
Search in your 'Type here to search' at the bottom left of your screen 'Elan Clickpad'
I navigated to the 'Elan Clickpad' software
Then, on the right of the popup window will be a 'Options...' button
Upon clicking that, it will bring you to a list of customization settings.
Going to the tab 'Additional' will bring you settings that don't fit in the previous categories.
Scrolling down, at the very bottom of the 'Additional' settings will bring you to a setting called 'TP Rejection'
Selecting that you can enable/disable (I disabled mine), along with that there are times (ms) where you can insert how long you want the cool-down to be.
