So my gf yesterday gave me her victus laptop cause she didn't want it anymore and we were using it perfectly fine and since it was mine I wanted to reset the computer to brand new so i can start fresh, I did that and bow its stuck on the victus logo with a loading indicator  and it loads but the screen turns black then turns back into to booting up logo and it keep repeating.Can someone tell me how I fix this.

Depending on what method was used, perhaps make the install media directly from Microsoft

If you need the install media for Windows 10, you can make it from this Microsoft download

https://www.microsoft.com/en-us/software-download/windows10

With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make either the DVD or USB. Use this new media to install Windows 10.  Boot to this media media and then pick install.
When the install asks for the product key, click the "I don't have a product key" option to continue,
then the install will continue. It will be activated once it connects to the internet, as it uses a digital key to activate.
