Use the HP cloud recovery tool to make a bootable USB recovery drive to reinstall Windows, the drivers and the software that originally came with your notebook.

Here is an info link for how to use the utility.  You will need a 32 GB USB flash drive for this.

HP Consumer PCs - Using the HP Cloud Recovery Tool in Windows 11 and 10 | HP® Support

You can download the software from the Microsoft Store.

HP Cloud Recovery Tool - Free download and install on Windows | Microsoft Store

Since you have to use the utility on another PC as yours is not working, you have to enter your PC's product number in the tool's search window in order to proceed to make the recovery media.

Your notebook's product number should be either on the case or in the BIOS's system information window and it will be arranged like the example below:

ok I got a SSD but I downloaded that app and its saying that I need administrator access but I did run it as administrator and still pops up. but the big problem why is that I'm asking this is to remove the lock on my ability to update and delete stuff from my NVME drive. But back to the HP recovery tool did install but I can run it because its saying that I need administrator access but I did run it as administrator and still pops up. but its like a school blocker but its a biasness that I can find and the only thing that it block are admirative access/ deleting my stuff on my NVME drive and moving it/ run things as admirative/ install programs like the Logitech hub for my mouse

Unfortunately, I wouldn't know why that is happening or what to do about it.
