Hi @savio007,

Welcome to the HP Support Community.

Thank you for posting your query. I will be glad to help you.

Thank you for reaching out regarding your HP Pavilion Gaming Laptop (15-ec1023AX). I understand how concerning it is to experience reduced performance, especially when your CPU clock speed is stuck at 0.39 GHz while plugged in and only returns to normal when unplugged. You've already taken some excellent steps by reinstalling Windows and adjusting power settings, and I appreciate your detailed troubleshooting.

This behavior can often be related to thermal management, BIOS settings, or a power adapter/charger issue. Let’s go through some targeted steps:

1. Check HP BIOS/UEFI for Performance Settings

  • Restart your laptop and press Esc > then F10 to enter BIOS.
  • Look for "Thermal" or "Performance" related options.
  • If there's an “Adaptive Performance”, “Cool Sense,” or similar option, try disabling it.

If unsure, you can also perform a BIOS reset to default settings.

2. Update BIOS and Chipset Drivers

Outdated firmware can sometimes cause power management conflicts.

3. Inspect Your Power Adapter and Battery Health

  • Make sure you’re using the original HP 150W power adapter that came with the laptop.
  • Go to HP Support Assistant > Battery Check and run a test.
  • A faulty or underpowered charger may trigger the system to throttle CPU speed as a safety mechanism.

I hope this helps.

Take care and have a good day.
