When using Video or Gaming websites ,I have High CPU Usage ( regular goes to 100 ) and Low GPU usage ( under 5 ).
I have a HP15 laptop with 4gb and Windows 10. Intel R HD Graphics and Intel Celeron Processor
I have researched and done all the known workarounds and troubleshooting but I still cannot correct this problem.........My last hope was too overclock the CPU but it seems I cannot do this in the BIOS....is that correct?.............Have you any ideas what I can do

It is a low end processor, that's why. You need much, much, much better CPU .

Thanks Banhien......I thought as much.....its a :-Processor Intel(R) Celeron(R) CPU N3060 @ 1.60GHz, 1601 Mhz, 2 Core(s), 2 Logical Processor(s)
So going forward I ll investigate what Processors I need BUT in the meantime is overclocking an option........and secondly does HP allow changing setting in the BIOS because I cant see any option when I go into BIOS?

No, you can NOT overclock CPU on your machine. Your machine only has 64GB of eMMC for storage. You will run out storage very soon given you will work on huge Excel files.
