I have a similar issue. HP doesnt send me my code. I asked the HP Support, wich told me to contact HP Sales Germany, wich i did. They never answer the Phone. Then i wrote an E-Mail with the issue to HP Sales. They told me, that they are not responsible for ist, i have to contakt technical support. HP Support contactet me today, that i have to call the sales support again. But they didnt answer again... Any Idea which support is responsible for that Issue?

I actually got it to work with the comment from the first guy. When you are on the site he linked and have the options to choose the reseller, just choose HP Belgium even though you probably bought it in Germany, like I did. Then you should just follow the steps he mentioned. Unfortunately codes are only avaible from October 3rd, so you can already register but will have to wait until then, hope that helps.
