Not able to set external display output at 4k 120hz through hdmi 2.1 port on laptop hp-b1370tx with Nvidia Geforce 3070RTX.

hp-b1370tx is an invalid model/product. Is it an HP Omen 16-B1370TX machine ? Its specs:

Page 3 of the manual says it has

 

  • HDMI v2.1 + HDCP 2.2 supporting: up to 4096 × 2160 @ 60 Hz
  • HDMI v2.1 + HDCP 2.2 supporting: up to 8192 × 4320 @ 60 Hz (models with the following graphics: RTX 3050, RTX 3050Ti, RTX 3060)

Your machine has NVIDIA GeForce RTX 3070 that means you can use 4K 120Hz with a right HDMI version 2.1 or above cable.
