This reddit thread gave me a temporary fix that doesn't revolve rolling back the driver. This worked for me

Hello. I had this problem and have posted in this thread. I had NO updates for over 2 months prior to this occurring which at the time was constant. I also use Microsoft support. In reliability Monitor, the only issue I found was the HP Display Control Service was failing to "install" and I had multiple instances of this over the following days. I run every test and fix with no results. You can't roll back what is hidden, so the solutions cited in this thread would not work. The Reddit fix did work. Which is in the Device Manager/ Software Components/ HP Application Enabling Service. You have to select that, and shut it down (Or stop it) as directed in the Reddit Solution. Then reboot, or better, "shut Down" for a few mins and reboot. This DID fix the problem.
However, I've had it happen since. But, very rare and randomly, without any cause. My reliability Monitor has ZERO issue for that period. Non whatsoever. But, there are background updates like Security Intel and basic background updates. No Widows updates. I've had the 1 second freeze with zero issues cited in reliability Monitor. It's either blank or it's recorded normal events.
The only noteworthy events are when I turn on Bluetooth to connect headphones. I get the Freeze issue during and after turning that on. Whenever It does happen, a reboot fixes it. I noted that "Background Task Host will "stop Working" and I also see " Windows failed to install the following update with error 0x80073D02: 9N9PHDT62W94-AD2F1837.myHP." which is an ongoing issue reported in Reliability Monitor, but... as I say above, this Freeze up can happen but that day and the previous days reports are Zero issues found in the RM.
I think that most solutions are temporary but definitively related in some way to whatever the real cause it, which I am not Sure HP actually know.
If you experience it, try shut down and reboot. Otherwise, run the Reddit fix because that stopped it happening every few minutes for me.

Messaggio inviato ad uno tra i tanti “tecnici” consultati e incaricato dell'assistenza HP
"Dopo aver tentato di risolvere inutilmente il problema, con l'aiuto di un operatore HP collegato da remoto con il mio laptop, abbiamo concordato di aspettare che sia HP a fornire una soluzione per tutti gli utenti, stabile e completa. Per il momento quindi non ho intenzione di fare altri tentativi "autonomamente".
Se avesse nel frattempo notizie di qualche "patch" creata da HP le sarei grato se volesse fornirmi le indicazioni per ottenerla. Cordiali saluti. Grazie”
PS. Sono molto deluso della gestione di Windows 11, che ovviamente non dipende da voi, e dell'acquisto del mio laptop marca HP. Sto incontrando un mare di problemi e le cito solo l'ultimo in ordine di tempo: il software HP Support Assistant installato sulla macchina, mi segnala di ricalibrare la batteria. Tenga presente che il laptop è stato acquistato ad agosto 2025 (6 mesi). Con un precedente Notebook Samsung ho ricalibrato la batteria dopo 6/8 anni

I get the following Warnings from Tillförlitlghetsövervakaren HP Display Control Service. Product Version: 5.3.72.0. Product Language: 1033. Manufacturer: Portrait Displays, Inc.. Installation success or error status: 1603. every time i logon
I have the latest updated Windows 11 Pro 25H2 on my HP 250 G7 Notebook PC.
What is the reason I Get the annoying warnings and please help me to get get rid of them!

Quello che produce i ripetuti Avvisi HP Display Control Service Installazione dell'applicazione non riuscita , e la descrizione Windows Installer: installazione del prodotto completata. Nome prodotto: Servizio HP Display Control. Versione prodotto: 5.3.72.0. Lingua prodotto: 1033. Produttore: Portrait Displays, Inc.. Installazione riuscita o stato di errore: 1603 nella “ Cronologia del affidabilità ai problemi del computer ”).
Ho appena trovato oggi in Windows Update > Opzioni Avanzate > Aggiornamenti facoltativi > Aggiornamenti dei Driver il seguente aggiornamento facoltativo HP Inc. Software Component Driver Update (1.85.4368.0) che, se installato, aggiorna i driver che si trovano in Gestione dispositivi > Componenti software > HP Application Enabling Service > Driver alla nuova versione1.85.4368.0 sostituendo la precedente versione 1.85.4367.0.
Dopo l'installazione ho provato a spegnere e riavviare il laptop ma il problema degli avvisi negativi e la descrizione riportata in precedenza non sono cambiati. I problemi continuano...
