So I have an omen laptop and it has an issue that only occurs with specific games but ill explain. So if I'm playing fortnite the game will cap at 30  frames like it is unplugged form the wall even though it is plugged in. I tried everything and nothing worked. then I ended up trying to unplug it and then plug it back in and then it randomly started working and was back up to 120 frames. But, when I play call of duty cold war, it wont work. The game stays capped at 30 even though I have ran it at 120 previously. And unplugging it and plugging it back in didn't work. I've tried almost everything so id lie to know why I have this issue still and if anyone else has this issue with call of duty cold war. It also does this for warzone and black ops 3 as well. Very odd.

What is the year model number of your HP omen laptop?

It could be numerous issues to identify.

1- Does your laptop use both RAM channel slots, or only one channel slot? Single channel slots will typically have greatly reduced FPS. If a RAM has become defective you will see it come up in the task manager by pressing the windows button + X Button. Then scroll to task manager, see your total utilized memory capacity.

2-Have you gone into your task manager to check the graphics card/integrated intel graphics? If the battery dies or if you do ubrupt shut downs the bios can reset to automatic settings. You want to ensure for gaming that the graphics card is primary and there is no automatic for the integrated onboard processor.

3-How old is your hard drive is it ssd, or hd? Age plays a huge factor on read speeds. Surges in the power supply greatly affect HD drives, even thogh SD drives can be affected also.

4- If you do alot of gaming (between 2 and 3 hours or more a day)  you may also want to do a tear down and clean the fans, remove any dust from heat sinks/piping, and ensure that both fans are operable. There is a fan for the graphics card and a fan for the processor. You will need to use new thermal past compound. If the fan for the graphics card or processor is out you will notice that in the task manager also.

I wish I could help you with the predominant issue but its hard to tell without going through these steps.
