I turn off/delete the touchpad but after a reboot it comes back on. I delete the device and the driver in the device manager.

 

It turns off and stays off as long as I do not reboot the computer.

I reviewed your post and I understand that you want to disable the touchpad permanently.

 

Don’t worry, I assure you I will try my best to get this sorted.

 

I recommend you follow the below steps and it will automatically disable the touchpad when you connect an external mouse.

 

  1. Open Settings.
  2. Click on Devices.
  3. Click on Touchpad.
  4. Under "Touchpad," clear the Leave touchpad on when a mouse is connected option.
