OMEN HP Laptop
Microsoft Windows 10 (64-bit)

I caught my 2 year old daughter spamming on a bunch of keys on my keyboard and now when I press the >> ' << key nothing happens (I have to copy and paste it in order to show which key does not work). However... the key itself is functional. It works when I hold shift and press >> " << on my keyboard. Ive tried uninstalling and reinstalling the keyboard. This issue happens on both the laptop itself and on the external keyboard.

I am unable to find a solution online but the error seems to be in the keyboard settings.

*** UPDATE ***

starting the windows in SAFEMODE does resolve the issue. However once I enter windows normally the issue still exists even after I un/reinstall all keyboards from device manager.

I don't know what is your Omen, but in my Omen and all other notebooks and external keyboards in my house I have to use Shift key to type >>>> or <<<<

Regards.
