Welcome to the HP Support Community!
Thanks for posting your query! We're here to help you get back up and running.
Error Code 45 in Windows usually indicates a hardware problem which can emerge if the device is not connected properly.
Here are several steps to troubleshoot and potentially resolve the issue with your GTX 4070 GPU:
Physical Check: Ensure that the GPU is properly seated in its slot. If possible, disconnect and reconnect the GPU to make sure all connections are secure.
BIOS Update: Make sure your laptop’s BIOS is updated. You can check for updates via the OMEN Command Center or HP Support Assistant.
Driver Reinstallation:
- Use DDU (Display Driver Uninstaller) to completely remove all existing graphics drivers.
- Once cleaned, reinstall the latest drivers either from HP's support website or directly from NVIDIA.
- When installing drivers, choose the “Custom” setting and enable a clean installation.
Check Device Manager: Ensure that the device is enabled in Device Manager. Right-click on the GPU in hidden devices and select "Enable".
Windows Updates: Ensure your Windows operating system is fully updated as some updates can improve hardware compatibility.
Cooling and Power: Verify that the cooling system is working properly and that the laptop receives adequate power. Overheating or insufficient power supply could lead to GPU recognition issues.
External Monitor: Connect an external monitor to the laptop to verify if the GPU is recognized and outputs display content correctly.
HP Diagnostic Tools: Run diagnostics on your OMEN by HP Transcend laptop using HP Hardware Diagnostics to check if it can recognize issues with connected hardware.

Thanks for explaining everything so clearly—it’s clear you’ve put in a lot of effort already, and I can imagine how exhausting it must be to keep hitting the same wall.
The combination of Error Code 45 and Driver Power State Failure strongly suggests a deeper issue, especially since you’ve already tried multiple clean installs, different drivers, and even different operating systems.
Here are a few additional recommended steps you might consider while waiting on HP’s service response:
🔌 1. Disable Fast Startup and Hybrid Sleep
Power state errors often stem from how Windows handles sleep and resume.
- Go to Control Panel > Power Options > Choose what the power buttons do.
- Click Change settings that are currently unavailable.
- Uncheck Turn on fast startup.
- Then go to Change plan settings > Change advanced power settings:
- Under Sleep > Allow hybrid sleep, set to Off.
- Under PCI Express > Link State Power Management, set to Off.
🧪 2. Use Device Manager to Fully Remove NVIDIA Drivers
Sometimes remnants of old drivers cause instability.
- Open Device Manager.
- Under Display adapters, right-click the NVIDIA GPU (even if hidden) and choose Uninstall device.
- Check Delete the driver software for this device, then uninstall.
- Reboot and install the latest NVIDIA driver from NVIDIA’s official site.
🧰 3. Run Hardware Diagnostics
- Restart your laptop and press Esc, then F2 to enter HP PC Hardware Diagnostics.
- Run the Extensive Test, especially for the GPU and system board.
🛡 4. Use Safe Mode to Observe Behavior
Boot into Safe Mode with Networking and see if the system remains stable. If it does, that further points to a driver or power management conflict.
Since the NVIDIA 4070 is a BGA chip (soldered), and you’ve already submitted a service ticket, you’ve done the right thing. If HP confirms it’s a hardware issue, they’ll handle it under warranty. And if not, you’ve got a solid case based on all the troubleshooting you’ve already done.
Thanks,
