Hi, I'll be as simple as possible.
My pc's CPU has a base speed of 2.21 ghz.
The PC, however, uses the CPU up to 4GHZ, even in idle, this leads to high temperatures simply being on the desktop and always having fast and annoying fans.
I solved the problem by changing the power option, in doing so the PC uses the CPU at 1ghz.
I would like to know how I can use the CPU at its base frequency of 2.1Ghz, I don't want to have it at 1 or 4 ghz ...

Wait, what? Was what I wrote at least read?

I never wrote about CPU usage...

I think i wrote that my CPU speed is at 4 ghz when i am just whatching my desktop wallpaper...
