Tried many things.. replacing charging cord, opening up and replacing charge plug (original parts), rewriting bios/firmware as well as updates, uninstalling MS ACPI compliant control method battery and letting it reinstall

 

Been kinda just living with this problem for a year after I wasn't able to figure it out. It wouldn't be too bad if these laptops had 4 hour usage time. 

 

The culprit must be software. HP Center says everything is fine, hardware diagnostics, everything fine. Ive never had a problem like this. 

 

Seriously about ready to load debian on this bleep. Not sure how well the flip/tablet mode would work though 😕

I understand how frustrating this issue must be especially after trying so many steps already. You're clearly tech-savvy, and I appreciate the detailed troubleshooting you've done so far.

Your HP Spectre x360 16-f0000 only charges when powered off, not while turned on. You've already:

  • Replaced the charging cord and DC jack with original parts
  • Updated BIOS/firmware
  • Reinstalled the Microsoft ACPI-Compliant Control Method Battery
  • Run HP diagnostics (no hardware faults found)

Given all this, you're likely right that the issue is software or firmware-related. Let's go through a few advanced steps to isolate and potentially resolve the issue.

Check Battery Charging Policy in BIOS

Some HP Spectre models have a BIOS-level setting that controls charging behavior.

  • Reboot and press Esc > F10 to enter BIOS.
  • Navigate to Advanced > Power Management Options.
  • Look for settings like Battery Charging Policy, Adaptive Charging, or Battery Health Manager.
  • Set it to Maximize Battery Health or Fast Charge (try both).
  • Save and exit.

If you recently updated BIOS, it's possible the setting reverted to a conservative charging mode.

Perform EC (Embedded Controller) Reset

This resets the charging logic and power controller.

  • Shut down the laptop.
  • Disconnect charger.
  • Press and hold Power button for 30 seconds.
  • Reconnect charger and power on.

Update HP UEFI Hardware Diagnostics

Even if diagnostics passed, updating the UEFI layer can help.

Install it to the internal storage or a USB stick and run a full battery and power test.

HP Battery Health Manager (BHM) Utility

Some Spectre models support HP BHM which can override OS-level charging behavior.

  • Check if your model supports it:

Clean Boot to Rule Out Software Conflicts

A background service or driver might be interfering with charging.

  • Press Win + R, type msconfig, and hit Enter.
  • Under Services, check Hide all Microsoft services, then click Disable all.
  • Under Startup, open Task Manager and disable all startup items.
  • Reboot and test charging behavior.

If it charges normally, re-enable services one by one to find the culprit.

Try HP Power Manager (if available)

Some Spectre models support HP Power Manager for advanced battery settings.

  • Check Microsoft Store or HP Support Assistant for HP Power Manager.
  • If installed, open it and check for any charging thresholds or battery conservation modes.

Consider a Clean Windows 11 Reinstall

If all else fails and you're still suspecting software, a clean reinstall of Windows 11 (not reset) might help. Use the Windows 11 Media Creation Tool and back up your data first.

Linux Note:

If you're considering Debian, it can work well on Spectre x360s, but:

  • Tablet/Flip mode may require iio-sensor-proxy and libinput.
  • Touchscreen and pen support is decent with GNOME or KDE.
  • Charging behavior may differ due to ACPI driver handling.
